Palm Beach County files foreclosure suit against councilman Cedrick Thomas

RIVIERA BEACH, Fla. -- New developments following an exclusive CBS 12 Waste Watch investigation into a Riviera Beach city councilman's home loan. Tonight we learn Councilman Cedrick Thomas is now the target of a county foreclosure lawsuit.

Our exclusive report found Thomas had stopped making payments on a taxpayer funded mortgage, and wasn't living in the home as he was supposed to.

Palm Beach County is foreclosing on a home owned by Riviera Beach Councilman Cedrick Thomas. The county knew Thomas was behind on his payments. Our investigation also found Thomas was not living in the 9th Street home as he should have been.

The document says..."The payments due March, 2011, and all subsequent payments have not been made in full." The filing also says..."Thomas, defaulted...by violating a specific term and condition that he must occupy the property... for the term of the mortgage."

CBS 12: Have you seen Cedrick Thomas there ever? 

Neighbor: Yeah, I mean lately now he just comes by occasionally to get rent from his tenants.

Former tenants said they started renting Thomas' home in 2010.
County staffers say Thomas bought the home with a county-funded mortgage through a program called Officer Next Door.

At the time Thomas was a Riviera Beach police officer. A condition of such a loan is you have to live in the home for the duration of the mortgage.

We confronted Thomas about what the neighbor and former tenants told us.

CBS 12: You're telling me that's not accurate? You have not been renting out that house for two years? 

Thomas: I have rented out that house and that's what I'm telling you.

But Thomas said he only started renting the home that month and the mortgage was current.

County staffers told us at the time when we started asking questions Thomas showed up with a check for $8,600 and the county said Thomas promised he'd move back into the home.

Now we're told Thomas still owes several thousand dollars, and as of the first of the month it appeared Thomas still had not moved back.

Late this afternoon CBS 12 heard back from an attorney representing Councilman Thomas. She declined comment because of the pending litigation.
