Dirty Business: Waste hauler caught shorting Palm Beach County

PALM BEACH COUNTY, Fla. -- One persons trash is another persons treasure and in the case of Palm Beach County, it's worth millions of dollars. For the second time in two years, a waste hauler has been caught shorting the county and its taxpayers.

Dan Pellowitz, the managing director of the Solid Waste Authority, says when the waste haulers dump their garbage at a landfill, or at a waste transfer facility, they pay what's called a tipping fee. Those fees are a vital part of the Solid Waste Authority's $250 million budget and directly impact taxpayers and businesses if the authority gets stiffed.

Dan Pellowitz: When we set our budget we look at sales of recyclables. We look at tipping fee revenue and everything else not covered by electric revenue, tip fee revenue and it effects everybody.

According to Pellowitz, Republic Services unintentionally took what they believed were recyclable materials to its own facility in Broward instead of bringing it to the Solid Waste Authority. The authority mains it was co-mingled with trash, so it should have come to them. That's unlike Waste Management, who the authority says deliberately took trash out of the county.

Regardless, Republic now has to pay the Authority $140,000 in lost tipping fees. Waste Management agreed to a $750,000 settlement

Sheryl Steckler/PBC Inspector General:The Solid Waste Authority has asked us to come in and conduct an audit to determine if there's any money owed back to the county.

Sheryl Steckler is the inspector general for Palm Beach County. She says the audit of Republic will begin next week and could last a few months, depending on the access they have.

Pellowitz says the potential for problems like Republic and Waste Management increase as the value of trash and recyclables  goes up.

Dan Pellowitz: Enforcement more of an issue because more parties getting into these markets we need to be vigilant so solid waste is not leaving the county.

As for Republic Services, they tell CBS 12: "There appears to be a misinterpretation of the handling of recoverable materials. We understand the Inspector General's office will be conducting an investigation and we will cooperate fully with them."Dirty Business: Waste hauler caught shorting Palm Beach County
