Mother Charged with Child Neglect in Royal Palm Beach

ROYAL PALM BEACH-After weeks of surveillance the Palm Beach County Sheriff's Department executed a search at the home of 45 year old Judith Ann Teal and her 15 year old son. Teal was arrested Thursday night and charged with child neglect.

Also arrested, Teal's 20 year old son-Mark Teal who was charged for possession of cocaine and animal cruelty.

According to authorities, roaches and other insects were crawling everywhere inside the house. Multiple dogs were caged in several rooms and officials say feces was scattered throughout the entire house. Animal Care and Control took custody of the dogs.

The Palm Beach County Sheriff's Office says they also found plastic bags containing marijuana residue and posters hanging on the wall of people doing drugs.

Just outside the doorway of the house authorities say they found gang signs and graffiti.

Judith Teal posted bound around 2:30pm Friday. The Florida Department of Children and Families is working to get Teal's 15 year old son placed in the home of another family member. No word when Teal will be back in court.
